Under the Go Oregon! stimulus package, the Oregon University System (OUS) received $88 million for “shovel ready” capital construction projects on the seven OUS campuses or their branch locations.  In order to expedite the bidding process, the Chancellor declared an emergency to allow OUS to implement a streamlined procurement process.  OUS may use its formal process or may use a modified Informal Procurement Method.

The Informal Procurement Method requires OUS to post notice of the procurement on the University Procurement Gateway (www.ous.edu/bapp/bopps) and to try and get as many bids or proposals as time allows.   Due to the urgency to get contracts signed, notices may not be posted for the usual amount of time.  OUS may not always develop detailed Solicitation Documents, but instead specify in the notice the good or service to be purchased, or the time and date for a site walkthrough.  Contractors are strongly encouraged to go to the website daily to find or view information and bid documents. 

Please note that for Go Oregon! Projects, Contractors will be required to submit a report by the 5th of each month to OUS that provides information on the effectiveness of the stimulus package.  The report template may be found at: http://www.oregon.gov/DAS/FAC/StimulusPkg.shtml
