Differential Tuition Account Codes
The State Board of Higher education approved a proposal put forward in FY’08 to eliminate programmatic resource fees and move to a ‘differential tuition’ model. (Ref. the November of 2007 and January 08 Board Agenda and Docket at the following URL http://www.ous.edu/state_board/meeting/index.php). As a result of board approval, a workgroup/committee was formed comprised of Chancellor’s Office personnel and representatives from the OUS Institutions and charged with addressing issues regarding implementing this change. The committee reviewed various issues and determined a course of action as it relates to the accounting records and how the fees would be represented in the Academic Year Fee Books.
The elimination of resource fees obviously affects the current OUS account code model. We will have to terminate the associated resource fee account codes as they will no longer be needed. They should be all phased out by fall 2011. Since those fees will either be rolled into ‘base’ tuition or made a component of a differential tuition, we have to accommodate that in the account code structure as well. Many options were considered but ultimately it came down to two account code models that were voted on by each campus. Option 3.3 in the below worksheet was the option ultimately chosen to be implemented. The change to the Differential Tuition account code model (option 3.3) will be implemented immediately using July 1, 2008 effective dates. The new codes already identified as being needed will be established with July 1 dates. In addition, the affected old tuition code’s predecessor accounts will be assigned to the new rollup accounts using the same effective date. The remaining codes in the model are placeholders and will not be setup but rather reserved until needed for future differential tuition programs. All Banner account code maintenance will be performed by the Controller’s Division of the Chancellor’s Office. Related Detail Code maintenance will be the responsibility of the individual institutions.
It is expected that the old tuition codes (01101, 01102, 01104, 01105, 01110, 01111, 01112, 01113, 01120, 01121) will cease to be used on each campus at the point when the institution begins to roll resource fees into general/base tuition. Likewise, the 012xx accounts will cease to be used as the resource fees are rolled into general/base tuition or converted to a differential. The codes would be terminated at that point rather than waiting until fall 2011. All institutions are to fully transition to the new model by fall 2011 at which point all the old codes referenced above will be terminated if they have not already been.
