Change OUS Baseline Program Code for Forest Research Laboratory

OSU has the desire to break out Forest Research Lab activity into finer granularity by expanding the use of program codes. Currently OSU uses the baseline level of program (12001 Forest Research Lab) for data entry. They do not currently go below baseline but want to… but without changing their many existing indexes that default the baseline program. To achieve this would require a change to the OUS baseline structure. Since only OSU has Forest Research Lab activity, such a change should only materially affect OSU and central reporting. It is being presented for approval system wide, however, as it affects the baseline structure of program code.

After some consideration, the following proposal was derived and is being presented for review and approval. (It is recognized that OUS baseline would not generally be modified to accommodate the issues behind this request and that approval of this change is/would be on an exception basis and is not intended to set precedent.)

The proposal is to create a new non-data enterable program code (12001) to replace the current program 12000. Program 12000 would have its predecessor changed to roll to the new program code. In addition, program 12000 would be terminated on all charts except OSU. Program 12000 would no longer be OUS baseline but rather be an OSU-specific program code. The intended effective date of implementation would be July 1, 2007.
