Project Rationale

  • History of many fiscal processes being performed centrally with detailed policy and processing instructions
  • Legislative changes and other initiatives resulted in increased operating autonomy of individual institutions
  • Senate Bill 271 transferred selected fiscal authority from the State to the System
  • Implementation of new systems has enabled increased responsibility by end users
  • New budgeting model allocates funds to individual institutions based largely on student enrollments
  • Rapidly changing competitive environment requires faster response from institutions
  • Limited accompanying strategy defining the implications of this increase in operating autonomy
  • Concern expressed by external auditors and acknowledged by management about the diminution of internal controls and fiscal accountability

Overall Objective

Design a Fiscal Accountability Framework consistent with fulfilling the fiduciary responsibility of the Board, Chancellor's Office, and institutions, while recognizing the increased responsibilities of the individual institutions.
Fiscal Accountability Framework:
The management structure, controls and guidance that assist the OUS Board, Chancellor's Office and institutions in setting fiscal-related goals and monitoring the performance of those goals

Specific Goals

  • Definition of roles and responsibilities at the Board, Chancellor's Office and Institutional levels
  • Assignment and delegation of responsibility and authority for functions and business processes
  • Establishment of fiscal policies and procedures to serve as the foundation for the Fiscal Accountability Framework
  • Assessment of staffing levels and other required resources to fulfill clarified responsibilities
  • Enhancement of internal control structure to support the new framework
  • Identification of enhanced financial and managerial reporting opportunities to enable institutions, the Chancellor's Office, and the Board to better manage and monitor performance, as well as to fulfill fiduciary responsibilities
  • Creation of internal performance measures, including trend analysis, actual-to-budget, and benchmarks
  • Identification of specific tasks to be performed relating to monitoring success of the Fiscal Accountability Framework in the future

Time Line

It is anticipated that the duration of the Fiscal Accountability Framework project will be six to nine months, commencing in late August 2001, with implementation of the new Fiscal Accountability Framework beginning July 1, 2002.

Team Responsibilities

Budget & Finance Committee of the Board

  • Provides strategic management
  • Confirms project plan (goals and objectives, structure and approach, deliverables, and time
  • line)
  • Monitors progress
  • Advises and acts on policy recommendations from the Steering Committee

Steering Committee

  • Serves as champion and sponsor
  • Advises the Project Management Team on key components of project plan (goals and objectives, structure and approach, deliverables, and time
  • line)
  • Marshals and allocates resources (including funding; people with management, functional, and technical skills; and equipment)
  • Monitors progress
  • Advises on policy drafts
  • Provides policy recommendations to the Budget and Finance Committee of the Board and/or Vice Chancellor for Finance and Administration (pursuant to delegated authority)
  • Advises on implementation of policies by user community

Project Management Team

  • Ensures that the project plan is effectively translated into a practical reality
  • Develops and implements the project plan (goals and objectives, structure and approach, deliverables, and time-line)
  • Manages the contract with Arthur Andersen
  • Secures leaders for each of the Business Process Work Groups
  • Works with Budget Officers and Business Officers to establish membership of the Business Process Work Groups
  • Works with the Budget Officers and Business Officers to secure participation of appropriate campus personnel in assisting the Business Process Work Groups
  • Provides direction, facilitation, and mediation as needed to Business Process Work Groups
  • Solicits insights from the Budget Officers and Business Officers on draft policies
  • Solicits insights from the Academic Council and Administrative Council on draft policies
  • Works with the Consultant to provide periodic (generally monthly) progress reports to the Budget and Finance Committee of the Board, Steering Committee, Academic Council, Administrative Council, Budget Officers, and Business Officers
  • Facilitates review and comment on draft policies throughout the project structure

Arthur Andersen

  • Provides broad based knowledge and experience of fiscal best practices in higher education
  • Provides project management guidance and advice
  • Provides professional expertise in the application of GAAP (including FASB, GASB, AICPA, and NACUBO); federal requirements related to OMB A

  • 133; and the Internal Revenue Code
  • Assists the Project Management Team with assignment of tasks and monitoring of progress by Business Process Work Groups

Business Process Work Groups
