Oregon Administrative Rules

1% for Art

The "Percent for Art" legislation was passed in 1975 and guides the acquisition of Oregon's state art collection. For acquisition of art work in state buildings, this program sets aside no less than 1% of the construction funds of buildings with a construction budget of $100,000 or more. Over the past 22 years, this program has provided over $6 million dollars for over 2500 works of art. Furthermore, Oregon is one of 27 states with this program.

Works of art that are acquired through the Public Art programare chosen by Art Selection Committees. These Art Selection Committees are composed of agency, building, and community members as well as arts professionals and the project's architect. Oregon Arts Commission's visual arts coordinator, who serves as a non-voting chair of each committee, facilitates the overall selection process. The Oregon Arts Commission must collaborate with the Department of Administrative Services and the Oregon State System of Higher Education.
