Investments & Liquidity Management

Treasury Operations pools all available System cash into a single investment pool and invests a portion of these moneys in longer-term investments according to a policy developed by the Finance and Administration Committee of the State Board of Higher Education and approved by the Oregon Investment Council.  The Oregon State Treasurer is responsible for carrying out the policy.

The policy provides that a minimum level of liquidity be maintained that can be used as needed throughout the System to meet cash demands.  Cash inflows come from tuition received, revenues from auxiliary operations, bond proceeds, appropriations recieved from the State of Oregon, and funds recieved to conduct research.  Cash outflows are primarily related to instruction, auxiliary programs, and research, and capital-related expenditures.  Investment earnings are distributed once per quarter following procedures developed by Treasury Operations and the Directors of Business Affairs from each System university.

In addition, Treasury Operations oversees an endowment pool worth approximately $65 million.  These endowments and quasi-endowments represent gifts received by the State of Oregon for the benefit of one of the System's universities or the System office.  In fiscal year 2012, the endowment pool provided approximately $2.5 million to be spent according to the donor's wishes (generally to fund scholarships for students or endow chairs for faculty).

These moneys are invested according to a policy developed by the Finance and Administration Committee of the State Board of Higher Education and approved by the Oregon Investment Council.  The Oregon State Treasurer is responsible for carrying out the policy and reporting its results to both the Finance and Administration Committee and the Oregon Investment Council.

These funds are managed separately from any gifts received by an institution's Foundation.  All yields shown are calculated on a total return basis after deducting any charges from investment managers.  The System office and the benefitting university do not charge any administrative fees to these gift moneys.
