Joint Boards Articulation Commission

JBAC Operating Guidelines 
(Effective July 1, 2002)

Introduction and Purpose

In 1992 the Joint Boards of Education (Board of Education and the Board of Higher Education) formed the Joint Boards Articulation Commission (JBAC) in order to address issues specifically pertaining to student transfer and course/program articulation. Consequently, a primary goal of the JBAC has been to encourage active cooperation and collaboration among the postsecondary sectors to enhance the transfer function, primarily for Oregon community college students who transition to an Oregon University System campus.

At the time the JBAC came into existence, few forums were available in the State of Oregon that addressed issues designated to be within the Commission's purview. However, during the last decade, various venues have emerged for the regular discussion of, and dissemination of information about, transfer and articulation. For example, an annual (Fall) statewide Articulation & Transfer Conference has been sponsored by the Oregon University System every year since 1996. This event draws a wide spectrum of participants from the public two- and four-year postsecondary institutions as well as the independent colleges and universities. Additionally, the chief academic officers from the university and community college sectors now convene an annual joint meeting to address intersector issues, including those of student transfer. Periodic joint meetings are also held between the senior student affairs officers of the two sectors. Additionally, an electronic email listserv (hosted by the University System) is now in existence for subscribers throughout the state to discuss articulation and transfer issues as they arise.

During the time of the JBAC’s existence, the awareness of, and attention to, articulation and transfer issues in Oregon have greatly increased. Based on progress to date, it seems appropriate to issue this revised set of operating guidelines to steer the work of the JBAC in coming years. These guidelines were developed by staff and reviewed by the Chancellor of the Oregon University System (OUS) and the Commissioner of Community Colleges and Workforce Development (CCWD) during 2001-2002.

Charge to and the Role of the Joint Boards Articulation Commission

The Joint Boards of Education, upon the recommendation of the Chancellor of the Oregon University System and the Commissioner of the Department of Community Colleges and Workforce Development, charge the JBAC with:


The JBAC's (voting) membership shall include the following:
(1) OUS chief academic officer
(1) Community college chief academic officer
(1) OUS chief academic officer or associate academic vice president or the equivalent
(1) Community college chief academic officer or associate academic vice president or the equivalent
(1) OUS senior student affairs/services or academic officer
(1) Community college senior student affairs/services or academic officer
(1) OUS admissions officer or registrar
(1) Community college admissions officer or registrar
(1) Oregon Department of Education (ODE) senior program or policy area officer
(1) Independent Colleges representative (from the categories of OUS and Community college staff indicated above)
(1) OUS Chancellor's Office senior staff
(1) CCWD senior staff

Terms, Organization, and Rotation

Appointments to the JBAC are made, as appropriate, by the Chief Executives of the Oregon University System, Department of Community Colleges and Workforce Development, Oregon Department of Education, as well as the Executive Director of the Oregon Independent Colleges Association. Appointments are staggered so that no more than half the members need be appointed or re-appointed in any given year (typically by the end-of-year meeting in June). Terms of appointment are two years and are renewable indefinitely.

The JBAC has two officers, a chair and a vice chair. OUS and community college campus members from the “chief academic officer” category are eligible for selection as chair and vice chair; the chair/vice-chair positions shall be filled by one university and one community college member and shall rotate. The chair serves a one-year term. The vice-chair serves as the chair elect, hence the need to fill the vice chair position on an annual basis. Staff support will be provided by the OUS and CCWD senior staff.

Meeting Schedule

The Commission will meet on a regularly scheduled basis between the months of September and June, as determined by the membership. Typically, the Commission will convene at least three in-person meetings per academic year, utilizing available audio and video technology for other meetings, as appropriate.


The JBAC will produce an annual report of its activities each Fall to be presented to the Joint Boards of Education or the Joint Boards of Education Working Group, as appropriate. Additional reports will be provided upon request by the sector leaders or the Joint Boards.

Topics to be Addressed and Roles of Standing/Ad-Hoc Committees

The Commission may appoint and convene standing and ad-hoc committees, action teams, and special task groups. Each group so appointed shall be chaired by a JBAC member. Membership on these groups shall include balanced intersector representation, including non-JBAC members, as appropriate. A standing Student Transfer Committee shall function as a designated work group to study, report, and make recommendations to the JBAC on such matters related to the student transfer function as it is assigned.
