Title: Senior Fiscal Analyst
 

Salary Range: Commensurate with experience and qualifications

FTE: 1.00

Location: The position is located on the Oregon State University campus in Corvallis.

GENERAL DESCRIPTION OF THE POSITION

This position exercises considerable independent judgment and performs complex fiscal analysis, employing a number of sophisticated analytical techniques, to assist upper management in systemwide decision-making. This position reports directly to the Controller.

DESCRIPTION OF SPECIFIC DUTIES AND PERCENTAGE OF TIME

35% - Apply analytical techniques (e.g., ratio analysis, trend analysis, and modeling) to provide quality assurance for system-level and institution-level reporting as well as for the underlying data. This includes identification of anomalies, trends, and other issues in need of clarification. It also includes determination and/or verification of causative factors, and, if warranted, formulation and/or evaluation of written explanations and/or action plans. Enhanced periodic and ad-hoc reports for upper management is integral.

25%- Conduct complex fiscal analysis to evaluate implementation of proposed initiatives, continuation and/or elimination of existing activities. This includes preparing and/or evaluating decision packages and fiscal impact statements, tracking actual performance compared to management approved plans, and preparing and/or evaluating written status reports.

15% - Research, develop, and provide leadership for implementation of best practices for a wide range of techniques associated with sophisticated fiscal analysis. This includes development of related policies.

10% - Represent OUS on statewide interagency committees. This includes consulting with regulatory/oversight agencies to collaborate on problem solving and mutual planning and implementation projects related to fiscal analysis. It also includes building and maintaining good communication channels.

10% - Represent the Chancellor’s Office on systemwide workgroups. This encompasses providing leadership and coordination for a broad range of projects related to fiscal analysis. This includes creation and delivery of systemwide training programs.

5% - Other duties as assigned.
