ONE Project

Oregon's educational providers * K-12, community colleges, and universities * are working together to expand opportunities to distance education through the Oregon Network for Education. ONE began in 1995 as a collaborative for expanding access to education between the Oregon University System and Oregon's community colleges. The original concept of ONE is summarized in the Collaborative for Expanded Access to Postsecondary Education Concept Paper (6/96). ONE proposed to "establish a college/university center that provides a range of degree programs, courses (credit and noncredit) and services that will provide access to students and constituents throughout the state. The focus will be on helping to facilitate pathways to a range of postsecondary education programs and services."
The early collaborative identified a number of services and outcomes, such as a central location on a World Wide Web page that describes what we have available and sends individuals electronically to all of Oregon's participating campuses for further information. This initiative was ONE's first project and culminated in the ONE Education in Oregon webpage initiated in summer 1997.

ONE's next initiative was the development of a grant pre-proposal submitted for funding consideration to the Fund for the Improvement of Postsecondary Education (FIPSE) in 1997. The proposal drew on the concepts outlined in the Collaborative for Expanded Access to Postsecondary Education Concept Paper. The collaborative was expanded at this time to include Oregon's independent institutions and K-12. The collaborative was subsequently invited to submit a full proposal which was funded in fall 1998; this is now called the FIPSE ONE project.

FIPSE ONE Grant

In fall 1998, the Oregon University System on behalf of a statewide partnership of educational providers received a three-year grant from the Fund for the Improvement of Postsecondary Education in support of key initiatives of the ONE project. ONE's goal is to develop and implement key elements to enable users to access college-level distance education opportunities throughout Oregon. The project has now developed an online searchable catalog of distance education courses, degree programs, and services available from Oregon's postsecondary institutions. In 2000-2001, we will develop a Common Course Marketplace (CCM) per campus agreements to share courses; a financial formula for aligning costs-revenues for CCM users; and specifications for/designations of "host institutions" for the referral of students seeking college degrees via distance education. Information about these initiatives will be disseminated via meetings, conference, and Web sites.

Oregon Common Catalog of College Distance Education Courses

The ONE project, with assistance from the FIPSE grant, has developed the OregonONE Common Catalog of College Distance Education Courses where you will be able to:

  1. identify hundreds of college-level courses that are available using a variety of technologies (e.g., online, interactive video, telecourses)
  2. search by several methods (e.g., campus, discipline, course level, delivery mode, time, location within the state, transferability) for more detailed information including course descriptions
  3. connect directly to the campus to learn about registration, enrollment, and cost.

Distance Education

Technology is expanding options for education and learning. Increasingly, "anytime, any place" learning is a reality for students, as courses, programs, and services are available in modes that best meet students' needs (time, cost, location). Distance education is the term coined for this type of learning, although other terms are commonly associated with distance education (e.g., mediated, distributed, online, virtual university, electronic campus,
tele-learning, nontraditional).

"Distance education is defined as a planned teaching/learning experience that uses a wide spectrum of technologies to reach learners at a distance and is designed to encourage learner interaction and certification of learning." (Defined by University of Wisconsin-Extension, Continuing Education Extension, Distance Education subgroup)

"Distance education is instructional delivery that does not constrain the student to be physically present in the same location as the instructor. Historically, distance education meant correspondence study. Today, audio, video, and computer technologies are more common delivery modes." (defined by V. Steiner: The Distance Learning Resource Network (SLRN).

You can now use the OregonONE searchable online catalog to find distance education courses, registration information, or degree/certificate programs offered by more than 20 Oregon community colleges, public universities, and independent colleges and universities.
