Amendment to OAR 580-021-0030, Vacation Leave Oregon Administrative Rules Periodic Review
On November 1, 1996, positions currently under the management service classification will all
become unclassified academic service positions. This action reduces the administrative efforts of
managing different terms and conditions of employment for positions which can, more efficiently,
be included in the unclassified academic service. Because vacation accrual is handled differently
for academic unclassified employees, the Board is presented with a rule for those employees
whose positions are being converted.
ORS 183.545 requires each state agency to review agency rules every three years. As a result of
that review, three types of changes are proposed: 1) clarifications and grammatical changes or
corrections, 2) changes to keep the rules current, and 3) substantive changes.

Sale of President's Residence, OSU Report of Grievances Filed Under OAR 580-021-0050 Annual Report on Investments
Staff are reporting to the Board on the sale of the former Corvallis residence of the OSU
president.
This report lists the number, basis, and outcome of all formal grievances filed under the
institutional procedures for unclassified employees for the 1995-96 academic year.
The annual report of the Pooled Endowment Fund of the Oregon State System of Higher
Education (System) is presented in three parts: (1) a summary report from the Common Fund
that describes the annual performance results of the various funds used by the System, (2) tables
showing a summary of the investment performance of the System's pooled endowment funds for
the fiscal year ending June 30, 1996, and (3) a fourth-quarter investment consultant's report from
R.V. Kuhns and Associates.
Academic Affairs
External Review of Student & Faculty Racial/Ethnic Diversity Initiatives Preliminary Proposals for New Academic Programs OHSU Mission Statement
This report summarizes steps to enhance campus diversity, including proposing an external review
process to help campuses assess their diversity initiatives, recommend changes, and identify
methodologies for monitoring progress.
Following the Board's policy for program pre-proposals, WOSC and UO are presenting programs
to the Board for review and discussion: B.A../B.S. in Crime Prevention Studies (WOSC), B.S. in
Computer Science and Mathematics (WOSC), B.S. in American Sign Language Studies (WOSC),
Master of Law and Entrepreneurship (UO), B.A./B.S./B.F.A. in Multimedia (UO), and Master in
Applied Science (UO).
Although the new public corporation status of Oregon Health Sciences University (approved in
July 1995) removed mission assignment from the Board of Higher Education, staff felt that Board
members would be interested in reviewing the revised mission which was included in Senate Bill
2. In this revision, the fundamental mission has not changed; new emphases include statewide
outreach, provision of health care, health promotion, and education.
COMMITTEES
SOLUTION TEAM REPORTS
The strategic plan of the State System is proceeding in tandem with other planning initiatives
within the state. Roger Bassett, on leave as the Commissioner of Community College Services to
the Governor's Office, and Chancellor Joseph Cox will review the work of the Governor's concept
of the education continuum and update the Board on OSSHE/Community College Capacity
Building Plans.
Dr. Robert Barber, president of Central Oregon Community College, will brief the Board on the emerging initiative of Cascadia College.
Reports of the solution teams, formed to take the strategic planning process to the next level, will begin at this Board meeting. Four teams will provide an update to the Board that will include a review of the initial charge to the team, status of the work, and, where appropriate, initial recommendations.
