Admission Policy for 1998-99 Academic Year
Each year, the Board approves admission requirements for the academic year that begins during
the following calendar year (thus, in 1997 the Board approves the policy for 1998-99). A revised
schedule for transition to a proficiency-based admission system is one feature of the
recommended admission policy.
Update on PASS
Dr. Dave Conley and Superintendent Jack Bierwirth will provide an update on the PASS project.
Authorization to Award Honorary Doctorates, UO & OSU
UO and OSU seek Board authorization to grant honorary doctorates. UO proposes to recognize
Senator Mark O. Hatfield for his tireless service for the improvement of health, education, and
social service programs. OSU proposes to recognize Daniel Callahan for his groundbreaking
work regarding ethics and science, Paul Crutzen for his visionary scientific accomplishments,
and Barrie Gilbert as a leading engineer in the area of integrated circuits.
Master of Music in Performance or Conducting, PSU
PSU requests authorization to award the M.M., which would emphasize student development at a
professional level. Currently, students interested in graduate work pursue either the MAT or
MST.
Finance & Administration
Resolution for the Sale of Article XI-G & Article XI-F(a) Bonds
Staff recommends the Board authorize the State Treasurer to issue $32,200,000 of bonds this
spring under authority of Article XI-F(1) and $12,000,000 under authority of Article XI-G of the
Oregon Constitution for construction projects for higher education.

Appointment to Forest Research Laboratory Advisory Committee
Annually, the Board makes appointments to this committee.

Return on Investments: Employment Five & Ten Years Later
This study examined the longer-term outcomes for recipients of master's, professional, and
doctoral degrees from the three public universities in Oregon (UO, OSU, PSU). Specifically, the
study probed the employability of these graduates, their satisfaction with the education they
received, and the student experiences that they believed were critical to their success in the
workforce.
Finance & Administration
Independent Auditor's Report
Deloitte & Touche, LLP, Independent Public Accountants, have concluded that the financial
statements for FY96 present fairly, in all material respects, the financial position of OSSHE, and
they have issued an unqualified opinion.
Semi-Annual Audit Report
This report summarizes internal audit activity (July through December 1996). It also includes a
status report on the 1996-97 audit plan.
Second Quarter Report on Investments
This report of the Pooled Endowment Fund for October 1 through December 31, 1996, was
prepared and will be presented by R.V. Kuhns and Associates.
1996-97 Enrollment Report
Actual headcount enrollment at OSSHE institutions has increased for the second consecutive
year. The number of students transferring from Oregon community colleges to OSSHE schools
has also been rebounding after an approximate 30 percent drop after Measure 5.
Optional Retirement Program
Additional modifications to the Optional Retirement Plan, approved by the Board a year ago,
have result from contracts negotiated with four fund sponsors and input from the Internal
Revenue Service.
