Accountability Plan and Performance Indicators
In response to the Board's four overarching goals and SB 919, staff have developed 22 performance indicators and
a work plan and implementation schedule for Board consideration.

OSSHE Solution Team on Access, Transfer, and Community Colleges
The report of the Solution Team on Access, Transfer, and Community Colleges raises a number of salient issues and
presents Team recommendations to the Board regarding possible next steps for addressing those concerns.
ACTION ITEMS
Policy: Presidential Search Process
As the search for a new president at Eastern Oregon University begins, a review was done of the Board's policy
on the search process. Only minor editorial changes are recommended for the Board's consideration and action.
Position Description -- Eastern Oregon University President
The Board's policy on the Presidential Search Process requires that the Board approve the existing or revised position
description for the president. Since there has not been a change in president for a number of years, the institution
decided to develop a current and updated position description, which is to be considered by the Board.
Chancellor's Report and Recommendations of the Engineering & Technology Industry Council
The Chancellor's Engineering and Technology Industry Council will hold a meeting on October 8, 1997, to receive,
review, and agree on the proposal that will be presented to the Emergency Board for consideration. The recommendation
of the Council will include a description of the programs/ initiatives for use of the $5 million included in the
Governor's approved budget targeted for engineering. (Materials will be mailed at a later date.)
Finance & Administration
Optional Retirement Plan Amendment
A Second Amendment to the Optional Retirement Plan has been developed in conjunction with the Department of Justice
and Plan Fund Sponsors to correct an administrative procedure of the Plan.
OSSHE Technology Project
The Board will consider a proposal to request Emergency Board approval for incremental funds to support stabilization
and forward progress of Oregon's information and communications technology structure which supports institutional
teaching, research, and service activities. (Materials will be mailed at a later date.)
Academic Affairs
B.A./B.S. in Women's Studies; Revise Certificate Program, PSU
The proposed program, which in part is a response to student interest, has both discipline and theme-based emphases.
PSU's women's studies programs has long-standing partnerships with community organizations, and the proposed baccalaureate
will build on those relationships for practica and internships.
B.A./B.S. in Ethnic Studies, UO
The proposed interdisciplinary program is designed to be comparative rather than ethnic specific. Among the program's
goals are to convey knowledge and understanding of ethnicity in the United States and to help students learn their
opportunities and responsibilities as citizens in an increasingly multicultural nation.
B.A./B.S. in Community Crime Prevention, WOU
The proposed program focuses solely on community crime prevention rather than treating it only as a component of
criminal justice or corrections. This program is in keeping with WOU's mission, as well as state and national goals.
OSSHE Educational Diversity Initiative: Revision of Tuition Waiver/Scholarship
Programs
This report and recommendation to the Board is the result of discussions with and an agreement between the U.S.
Office for Civil Rights (OCR) and OSSHE regarding the Underrepresented Minority Achievement Scholarship program.
Over the last few months, each OSSHE institution has developed a plan to meet OCR requirements. Highlights of those
plans are also summarized in this report.
CONSENT ITEM
Ph.D. in Mathematic Education, PSU
Portland State University requests authorization to offer a Ph.D. in Mathematics Education effective fall term
1997. A preproposal for the program was reviewed positively by the Board in April 1997. The PSU program combines
the knowledge of mathematics with the knowledge of research about teaching and learning mathematics.

The following preproposals for programs are presented for Board discussion and guidance:
Faculty Diversity Report
This annual report contains data for each OSSHE institution on the ethnic distribution of full-time instructional
faculty in 1996-97 and compares the data to historical distributions in OSSHE and to the ethnic distribution of
full-time faculty in the U.S. as a whole.
