Recommendations
This Committee was charged with the task of defining Board governance for
the immediate and foreseeable future. After reviewing the many contributions
of previous groups and teams toward development of the vision for higher
education, the Committee presents the attached recommendations for Board
consideration.
Finance and Administration
OAR 580-010-0037, Residence
Classification of Members of Oregon Tribes
The proposed administrative rule would assess resident tuition to enrolled
members of Native American tribes which had traditional and customary tribal
boundaries that included parts of the state of Oregon or which had ceded
or reserved lands within the state of Oregon regardless of their current
state of residence.

Book 1998-99, Tuition, and Other Fee
Policies
Each year the Board must approve the Academic Year Fee Book. This document
contains the proposed fees and associated policies related to all mandatory
charges required of students enrolled within the regular, on-campus academic
year programs.
Capital Construction Budget Request,
1999-2005
The capital construction budget covers the ensuing three biennia, with specific
information for 1999-2001 biennia. The capital construction request recommended
to the Board for 1999-2001 totals nearly $231.5 million for the seven OUS
campuses.
1999-2001 Biennial Budget Proposal
This item was not fully prepared at the time this document went
to press. It will be mailed separately to Board members upon its completion.
Academic Affairs
Master of Engineering Degrees, PSU
PSU requests Board authorization to offer five Master of Engineering degrees
for which the M.S. is currently offered. Responsive to industry and student
demand, these degrees alternate academic and internship components.
Master in Management,
SOU
SOU proposes to offer the Master in Management degree, which is an
interdisciplinary course of study designed to help early- and mid-career
managers acquire the skills necessary to advance professionally while remaining
on the job. The program is distinguished by its nontraditional delivery format,
regional focus, and use of community resources and personnel.

Status of the Western Undergraduate
Exchange Program
This annual report updates the Board on Oregon's experience with the Western
Undergraduate Exchange (WUE) program, established by the Western Interstate
Commission for Higher Education (WICHE) in 1988. WUE, which provides Oregonians
with competitively priced out-of-state higher education alternatives, has
proven to be a popular program as demonstrated by the increasing participation
rates.
Follow-up Reviews Conducted in 1997
of Selected Programs
The Board has a policy that directs the Office of Academic Affairs to conduct
a follow-up review of each degree program or significant new option within
an existing degree program that the Board has approved since January 1, 1983.
The purpose of the follow-up review is to describe the status of the programs
five years after their approval for implementation.
Performance Indicators Report Card
As the next step in the performance indicator work, a System-level
report is presented in four formats for Board review. When fully developed,
this report will be both an internal mechanism for monitoring progress on
Board and System goals, and a way of communicating with external groups on
the work of the System as a whole.
