Academic Affairs
Post-Tenure
Review
In conjunction with this report, which describes OUS post-tenure review policies
historically and currently, the Board is asked to approve an OAR amendment
and new IMD that strengthen the post-tenure review process and reaffirm the
Board's commitment to quality faculty. Other elements of the report include
a review of relevant literature and summaries of system, institutional, and
legislative activity in other states.
Admission Policy for
the 2000-01 Academic Year
In February of each year, the Board approves admission requirements for the
academic year that begins during the following calendar year (thus, in 1998
the Board approved the policy for 1999-2000).
Authorization to Award Honorary Degrees,
OSU and UO
Oregon State University and the University of Oregon request authorization
to award honorary doctorates at their June 1999 commencements. The proposed
recipients are Helmuth Rilling (UO) and Anne and Paul Ehrlich, Paul Hawken,
and Admiral James D. Watkins (OSU).

Institutional Requests for Federal
Appropriations
In response to requests from the staff of the seven member Oregon Congressional
delegation, OUS has developed a Federal Appropriations Priorities List for
1999.
CONSENT ITEMS
Resolution Regarding Classified
Information for the U.S. Department of Defense, PSU
In order for PSU's Performance Center (under the School of Engineering) to
proceed with a contract to provide facilitation and training services to
the U.S. Navy, the Board must approve a resolution that excludes all members
from viewing classified information related to the project.
Academic Affairs
M.S. in Applied Physics,
OSU
Oregon State University requests authorization to offer the M.S. degree in
Applied Physics, which has been a significant area of concentration within
its existing physics major.
Specialization in Counselor and
Special Education, PSU
Portland State University requests authorization to offer a fourth specialization
in its existing Doctorate of Education (Ed.D.) in Educational Leadership--
Special and Counselor Education. This option utilizes an integrated services
model and requires completion of a 12-credit internship.

Update on the Proficiency-Based Admission
Standards System (PASS)
This report summarizes recent PASS activities, primarily, alignment with
school reform development and implementation, and work on defining more precisely
student performance that demonstrates proficiency.
Update on the OUS Japanese Language
Project
This update describes the evolution of the Center for Applied Japanese Language
Studies, responsible for research and development work. Supporting teachers'
efforts to help their students reach CIM and PASS proficiency levels continues
to be the mission of the center.
The Status of 1996-97 OUS
Baccalaureate Graduates: One Year Later--Executive Summary
This report covers the activities of OUS 1996-97 baccalaureate graduates
one year after graduation. Findings include employment outcomes by institution,
degree major, and gender as well as continuing education outcomes.
The Status of 1996-97 OUS Advanced
Degree Completers: One Year Later--Executive Summary
This report discusses what OUS 1996-97 advanced degree completers are doing
one year after graduation. Findings indicate that more than 97 percent were
in the workforce.
Faculty Work--Executive
Summary
The full report looks at what faculty do (teaching, research, service) and
the effects of their work on the state.
Finance and Administration
Semi-Annual Audit
Report
This report summarizes internal audit activity for the six-month period between
July 1998 and December 1998. It also includes a status report on the 1998-99
audit plan.
Independent Auditor's
Report
Deloitte & Touche, LLP, Independent Public Accountants, have concluded
that the financial statements for fiscal year ended June 30, 1998, present
fairly, in all material respects, the financial position of OUS, and they
have issued an unqualified opinion.
Officers at Risk Request: Summary of
Findings
At the December 1998 Board meeting, a group of PSU public safety officers
requested review of State Job Classification 5523, Campus Certified Officer.
This report responds to that request.
Status of the Year 2000 Readiness Efforts
Within OUS
Staff will review the System's ongoing plans for addressing Y2K issues, underway
since 1993.
