Authorization to Award Honorary Doctorate, EOU
EOU requests authorization to award an honorary doctorate to Mr. James Lavadour at its fall 1999 Academic Honors Convocation.
Finance and Administration
Central Oregon University Center Building Lease
As a part of the commitment of the Oregon University System and the Central Oregon University Center to expand programs offered in Central Oregon, a long-term lease agreement for a new facility is proposed, enabling Central Oregon Community College to sell the necessary 20-year Certificates of Participation for construction of this facility.
Purchase of Carson Property, OSU
OSU proposes purchase of a .264 acre parcel of land needed by the University to provide for the planned addition of up to 12 housing units within the complex.
Acquisition of Improvements and Approval of Ground Lease for University Center Building, PSU
As discussed at the June 1999 Board meeting, PSU proposes to acquire the improvements and assume a long-term lease for the ground under the University Center Building located at 1881 SW 5th Avenue in Portland.
Resolution for the Sale of Article XI-G and Article XI-F(1) Bonds
Staff recommend approval of a request to the State Treasurer to issue a total of $100,882,276 of Article XI-G and Article XI-F(1) bonds, plus issuance costs.
OAR 580-040-0040, Academic Year Fee Book 1999-00, Tuition, and Other Fee Policies
Each year the Board must approve the Academic Year Fee Book. This document contains the proposed fees and associated policies related to all mandatory charges required of students enrolled within the regular, on-campus academic year programs.
B.S., Information Technology, OIT
OIT proposes to offer a baccalaureate degree in Information Technology, which blends offerings from undergraduate programs in Management Information Systems and Software Engineering Technology.
Graduate Education Certificates, UO
UO proposes to offer two graduate education certificates that (1) acknowledge completion of specific requirements for Oregon teacher licensure and (2) represent completion of the majority of the requirements for a master's degree.
Follow-up Reviews Conducted in 1998-99 of Selected Programs
The Board has a policy that directs the Office of Academic Affairs to conduct a follow-up review of each degree program or significant new option within an existing degree program that the Board has approved since January 1, 1983. The purpose of the follow-up review is to describe the status of the programs five years after their approval for implementation.
Status of the Western Undergraduate Exchange Program
This annual report updates the Board on Oregon's experience with the Western Undergraduate Exchange (WUE) program, established by the Western Interstate Commission for Higher Education (WICHE) in 1988.
OUS Educational Diversity Initiative Program Update
The Chancellor's Office is in the process of developing an update report to the U.S. Department of Education Office for Civil Rights (OCR) pertaining to the Educational Diversity Initiative program, a modified tuition waiver program that replaced the Underrepresented Minority Achievement Scholarship (UMAS) program.

Strategic Communications Plan
This report updates the Board on the development of a strategic communications plan. The plan's objectives are to assure that OUS is communicating clearly and consistently to its key audiences the messages that accurately describe the University System.
