TO: MEMBERS OF THE STATE BOARD OF HIGHER EDUCATION

A regular meeting of the State Board of Higher Education will be held on Friday, February 16, 2001. Prior to this meeting, the Board's Budget and Finance and System Strategic Planning Committees will convene, as well as the Committee of the Whole. All meetings will take place at the CH2M Hill Alumni Center, Oregon State University, in Corvallis, Oregon, in accordance with the times, locations, and schedules listed below:

Thursday, February 15, 2001
4:30-5:30 p.m. Open Forum
Ballroom C

This is an opportunity for OSU students, faculty, and staff to meet with a panel of Board members to have any questions addressed in a public session. Also, President and Mrs. Risser are hosting a reception and dinner for the Board beginning at 6:30 p.m. in the Alumni Center Multi-Purpose Room. No Board business will be conducted at these social gatherings.

7:30-8:30 a.m. Budget and Finance Committee
Ballroom A/B

The Committee will review a proposal by Southern Oregon University to initiate a new Pacific Institute of Natural Sciences. Report items include a PSU Urban Center acceptance of street vacation by the city of Portland; two audit reports, one by Deloitte and Touche and the other, a joint legislative report on the resource allocation model; an enrollment report; and a status report on the Public Employees' Benefit Board (PEBB).

7:30-8:30 a.m. System Strategic Planning Committee
Rooms 111 A/B

Action items include the undergraduate admission policy for the 2002-03 academic year, a proposed business practices policy, OUS institutions' federal priorities for Fiscal Year 2002, and a program proposal by Western Oregon University for a B.A./B.S. in Earth Science. Reports on the Proficiency-based Admission Standards System (PASS) project and the Center for Applied Japanese Studies are planned.

8:45 a.m.-12 p.m. Committee of the Whole
Ballroom A/B

The Committee will discuss and take action on a final recommendation from the Chancellor to the full Board on the RFP award for the branch campus in Central Oregon. Report items include the OUS response to the Governor's budget reductions, discussion of tuition options, and an overview of the legislative session.
