A regular meeting of the State Board of Higher Education will be held on Friday, October 18, 2002. Prior to this meeting, the Board's Budget and Finance and System Strategic Planning Committees will convene. All meetings will take place in Ashland, Oregon, in accordance with the times, locations, and schedules listed below.

Budget and Finance Committee

The Committee will take action on the 2002-03 Operating Budget; the Internal Management Directives - Equipment Replacement/Building Repair Reserves; a PSU sale of the car pool lot; and a PSU purchase of North Macadam property. On the consent agenda are increases in limitations to the OSU Hinsdale Wave Research, OSU Veterinary Medicine, and the SOU Library.

System Strategic Planning Committee
Room 319, Stevenson Union
Southern Oregon University

The Committee will take action on OSAC's three biennia plan to enhance the Oregon Opportunity Grant Program. Items on the consent agenda include: an OHSU Graduate Certificate in Healthcare Management; an EOU, B.A./B.S. in Media Arts; and consideration of nominations to the Forest Research Laboratory Advisory Committee, OSU.

8:30 a.m. - 1 p.m.- Board meeting

Action items include items previously approved by the committees, as well as a change to the OUS Investment Objectives and Policy Guidelines. A work session within the Board meeting will address the Biennial Operating Budget (budget adjustments, revenue and reduction plans); the Strategic Planning Work Group Report; and OCKED Recommendations.

Board members are invited to two events being held on Wednesday, October 16 (specific schedules are attached). From 11 a.m. - 4 p.m. a campus-community dialogue, "Sounding the Call," will be held in the SOU Art Building. At 4 p.m. a Town Hall Meeting will be held in Meese Auditorium of the Center for the Visual Arts.

On Thursday, October 17, a Board visitation will begin at 1:30 p.m. on the SOU campus (a detailed schedule is attached). A reception and dinner at a private residence will begin at 5:45 p.m. No Board business will be conducted at these social gatherings.
