TO: MEMBERS OF THE STATE BOARD OF HIGHER EDUCATION
A regular meeting and executive session of the State Board of Higher Education will be held on Friday, June 18, 1999. In conjunction with these meetings, the Executive, Budget and Finance, and System Strategic Planning Committees will convene on Thursday and Friday, June 17-18. All meetings will be held on the campus of Eastern Oregon University, La Grande, Oregon, in accordance with the times, locations, and schedules listed below:
Thursday, June 17, 1999
4-5 p.m. Executive Committee
Room 309, Hoke Center
The purpose of the meeting is to review OSU financial issues.
A reception and dinner hosted by President Creighton will begin at 7 p.m. in Loso Hall, McKenzie Theatre.
Friday, June 18, 1999
7:30-8 a.m. System Strategic Planning Committee
Room 201, Hoke Center
The purpose of the meeting is to receive a status report on institutional mission statements/preambles, and to review documents pertaining to an environmental scan and indicators for Board performance.
8-9:45 a.m. Budget and Finance Committee
Room 309, Hoke Center
The purpose of the meeting is to review the proposed 1999-00 fee schedule, and to discuss policy implications relative to the new budget model. The System Strategic Planning Committee will join this meeting at the conclusion of its business.
10 a.m.-1:30 p.m. Board meeting (includes a working lunch)

Immediately after the Board convenes, it will move into a 15-20 minute executive session in Room 301, Hoke Center. This session, from which the public is excluded, is held pursuant to ORS 192.660(1)(d), for the purpose of deliberations with its labor negotiator(s). Pursuant to ORS 192.660(3), representatives of the news media are excluded from this executive session.
Following a report by staff on a possible building acquisition, the Board may move to an executive session. This session, from which the public will be excluded, is held pursuant to ORS 192.660(1)(e) and (h), for the purpose of deliberating with persons designated to conduct real property transactions. Pursuant to ORS 192.660(3), representatives of the news media will be allowed to attend, but the Board requires that the discussions and any reports received in the executive session be undisclosed. Pursuant to ORS 192.660(4), no final action will be taken or final decision made at the executive session.
