MINUTES OF SPECIAL MEETING

April 16, 1998

ROLL CALL

A special meeting of the Oregon State Board of Higher Education was held on the campus of Eastern Oregon University. The meeting was called to order by Board President Aschkenasy at 8:00 a.m.

The following Board members were in attendance:

Ms. Gail McAllister
Ms. Esther Puentes
Ms. Katie Van Patten
Dr. Jim Whittaker
Mr. Jim Willis
Ms. Phyllis Wustenberg
Dr. Herb Aschkenasy

Mr. Imeson and Mr. Wykoff were absent due to business conflicts.

EASTERN'S NEW PRESIDENT

President Aschkenasy turned the meeting over to Ms. McAllister, who chaired the search on behalf of the Board. First, however, he thanked all those connected with the process, in particular Ms. McAllister, Ms. Puentes, and Dr. Whittaker for their effort and time.

Ms. McAllister thanked those who gave their time, while always displaying their high standards and professionalism. "First, to Dave Gilbert and all of the Eastern Community. To each of you who specifically aided and attended the final events on campus. To the regional centers for their interest and assistance. To the campus Screening Committee for its outstanding involvement in the semi-finalist level. To Board liaison Virginia Thompson. To Peggy Young, our campus search coordinator for steering the process and to Carolyn Schmidt for her hours. Also to my fellow Search Committee members. Those who have not taken on this task may have little idea of the time commitment and sense of responsibility that goes with this process," she concluded.

Further explaining that each applicant was given serious and appropriate consideration, Ms. McAllister said that the Committee was committed to bringing forward at each level the strongest candidates. The Board interviewed the four finalists in Executive Session on April 15. Following the interviews, the Board deliberated and was able to identify a candidate with whom they instructed the Chancellor to negotiate. The finalist chosen was Dr. Phillip Creighton.

President Aschkenasy asked for a motion. Mr. Whittaker moved and Ms. Puentes seconded the motion that the Board offer the position of the president of Eastern Oregon University to Dr. Phillip Creighton. Those voting in favor: Directors Christopher, Lussier, McAllister, Puentes, Van Patten, Whittaker, Willis, Wustenberg, and Aschkenasy. Those voting no: none.

Chancellor Cox noted that Dr. Creighton will lead the institution into the new century based on the legacy left by Dave Gilbert. "This is a marvelous beginning for a new era," he added.

PHILLIP CREIGHTON, 9th PRESIDENT OF EOU

President Designate Phillip Creighton addressed the Board, thanking the Chancellor and the Board for their confidence in him. He also extended his appreciation to the Gilberts.

"When visiting parts of eastern Oregon," he said, "my wife Leigh and I thought about the dedication, vision, and sacrifice of those on the Oregon Trail. That led me to thoughts of Eastern and how the people here sold me and my wife on the institution. I have reflected on how we have been overwhelmed with expressions of kindness, generosity of spirit, and support. We are very proud to be a part of this institution," Dr. Creighton said.
