Board Committees


The Oregon State Board of Higher Education (OSBHE) works to address System issues and policies that affect the Oregon University System institutions and their students, faculty, staff, and other constituents. OSBHE STANDING COMMITTEES

Academic Strategies Committee

The Academic Strategies Committee is responsible for developing the elements necessary to implement and monitor the Board’s strategic interest to manage OUS as a portfolio of institutions and programs to meet Board goals. With assistance from the Board’s other standing committees, as needed and necessary, the Committee considers matters related to and develops policies on educational attainment, student access and success, objectives regarding outreach to underserved areas and groups, knowledge creation, economic development, and the academic programs necessary to meet the State’s social, economic, and cultural goals as enumerated in the Board’s strategic plan.

A global economy characterized by intensifying world economic competition and inadequate resources place greater pressure on Oregon and Portland to sharpen higher education strategies in this important metropolitan area. The Board of Higher Education recognizes that for Oregon to succeed in this competitive environment Portland must have comprehensive, integrated higher education programs and services.

The outcome of this subcommittee's work will be the development of a Systemwide approach to the prevention, treatment, response, and reporting of sexual assault. The subcommittee will highlight the best comprehensive approaches and practices utilized throughout the state and country to preventing and responding to sexual assault. The outcome will emphasize collaborative activity amongst campus-based organizations and law enforcement that promotes the most effective and efficient response to sexual assault. Additional outcomes will include a Systemwide prevention initiative, specifically related to alcohol policy. The subcommittee meets monthly. The Student Participation and Completion Subcommittee is charged to develop analysis and options leading to a statewide effort to improve participation, retention and success of underserved populations in postsecondary education throughout Oregon, through initiatives which directly address declining levels of freshman participation and completion to graduation.

The Board of Higher Education has recognized for nearly four years that “sustainability” is the brand that will provide Oregon and the University System a competitive advantage, making Oregon a living laboratory for teaching, testing, and practicing new ways of living needed in today’s world. The Subcommittee is charged with advancing OUS initiatives in sustainability and focuses on key themes such as signature elements in sustainability; bringing collaboration around these elements; removing impediments; infusing sustainability into the university curricula; and packaging, branding, and marketing Oregon’s and OUS’ strengths in sustainability. From these discussions, the subcommittee will recommend priorities to the Board and suggest a timeline and process for action.

 

Finance and Administration Committee

The Finance and Administration Committee assists the Board in achieving its statewide objectives and responsiblities by developing and implementing a policy framework that permits the Committee to advise the Board on the management of the ongoing financial and administrative affairs of the System; focus the business functions of the System on supporting the System's mission and Board priorities; and evaluate, monitor, and advise the Board on financial risk posed by, but not limited to, capital projects, debt, and budget allocations. The Finance and Administration Committee meets preceding the full monthly OSBHE meetings. This work group acts in an exploratory and advisory capacity to the State Board of Higher Education. The work group is charged with reviewing OUS tuition policy with a primary focus on resident undergraduate tuition.

 

Governance and Policy Committee

The Governance and Policy Committee develops, for Board adoption, the policy framework and templates that govern initiatives, operations, and priorities of the Board, the System, the Chancellor’s Office, and the seven OUS campuses, including, but not limited to, with assistance from the Finance & Administration Committee, policies targeted to assure the long-term financial viability of OUS and its institutions.

Strategic Initiatives Committee

The Strategic Initiatives Committee serves as a standing committee of the State Board of Higher Education, charged to provide recommendations to the Board regarding the implementation of the principles and priorities of the Board’s long-range plan.
